if im not mistaken his the tiger in North palace Shrine behind Erlander

This guy is the Lion/Tiger boss in Chinatown, you need to get past Erlander and go all the way through. 2 Elite chest next to it and it will drop the woodworker glove according to PTR data mine.

you can solo him by taking advantage of their aggro pull timers, borvarn retreats faster so once hes done retreating and yang is still retreating because hes slower, then throw something at borvarn and jump back over the fence quickly. (Might take a couple tries for you to get it but it works) Then fight borvarn solo on the walkway. Bring void amulet!
