Something is bugged with this. The node indicator is there for me, but it is not interactable, and no page is visible.
UPDATE: I final was able to see and interact with this page after getting the quest Closing Cost. This quest only became available after forging either Keen Temper or The Huntress (or perhaps both - I did them at the same time).
