I couldn't do this on my main, but I could on my alt. You need to do it on a fresh character that hasn't been to GC (the main quest) I had missing quest achievements before (i forget where) so thats why i originally made an alt. (a quest moves him from his (a) spawn)

Still bugged, ran the supplies to each of his spawns. Only ever at (a)spawn and does nothing.

Yeah seems like its bugged, you can find Pedro here ( https://ptr.nwdb.info/db/npc/99d_pedrocarrillo_a ) but doesn't finish the quest.

Yea it's bugged for me, I visit Warden's Rise and it says to deliver but he doesn't exist in the town
